fa واکاوی علم‌سنجی اسناد سیاسی Overton: مورد پژوهی داده‌های باز حاکمیتی سیاست علم و فناوری Science and Technology Policy اصیل Orginal <div style="text-align: justify;"><span style="line-height:2;"><span style="font-size:14px;"><span style="font-family:Times New Roman;"><span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="AR-SA"><span style="color:#000099">سابقه و هدف:</span></span></b> <span lang="AR-SA">داده‌های باز حاکمیتی امروزه یکی از نیازهای اساسی جامعه مدنی است. هدف این مقاله، واکاوی علم‌&rlm;سنجی اسناد سیاسی با محوریت داده&rlm;‌های باز حاکمیتی در پایگاه </span><span dir="LTR">Overton</span><span lang="AR-SA"> است.</span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="AR-SA"><span style="color:#000099">مواد و روش‌ها:</span></span></b> <span lang="AR-SA">نوع پژوهش، کاربردی است و با شاخص‌&rlm;های علم‌&rlm;سنجی و تحلیل محتوا انجام شد. داده‌&rlm;ها بین سال&rlm;‌های ۲۰۰۷ تا ۲۰۲۳ از پایگاه </span><span dir="LTR">Overton</span><span lang="AR-SA"> استخراج گردید. جامعه پژوهش ۲۴۹۳ سند با موضوع داده باز حاکمیتی است. برای تحلیل داده‌&rlm;&shy;ها از آزمون&rlm;‌های کای اسکوئر و همبستگی اسپیرمن و برای تحلیل داده از نرم‌&shy;افزار </span><span dir="LTR">SPSS</span><span lang="AR-SA"> نسخه ۲۴ استفاده شد.</span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="AR-SA"><span style="color:#000099">یافته‌ها:</span></span></b><span lang="AR-SA"> سازمان همکاری و توسعه اقتصادی، با ۵۱۴ استناد و خبرگزاری گاردین، با ۲۹۱ استناد اثربخش‌&rlm;ترین سازمان و خبرگزاری در پژوهش حاضر است. همچنین میان </span><span dir="LTR">GDP</span><span lang="AR-SA"> و تعداد اسناد دولتی با موضوع داده&shy;‌های باز حکومتی در سطح کشورها، همبستگی معنادار مثبتی وجود دارد. میان </span><span dir="LTR">SJR</span><span lang="AR-SA"> و تعداد استنادات دریافتی نشریات از اسناد دولتی، همبستگی معنادار مثبت، اما ضعیفی وجود دارد.</span></span></span><br> <b><span dir="RTL" lang="AR-SA"><span style="color:#000099">نتیجه‌گیری:</span></span></b> <span dir="RTL" lang="AR-SA">در سال&shy;‌های اخیر ‌روند آشکاری در افزایش انتشارات دولتی مرتبط با داده‌ باز حاکمیتی به چشم می‌خورد. این روند با پایه‌گذاری پارادایم حکومت باز جهانی معنا پیدا می‌&rlm;کند. همچنین فعالیت‌&shy;های انسانی، اقتصاد، فناوری، نوآوری و حکمرانی بیشترین سهم را در موضوعات مربوط به اسناد دولتی مرتبط با داده&shy;‌های حاکمیتی باز داشته‌اند.</span></span></span></span></div> <div style="text-align: justify;"><span style="line-height:2;"><span style="font-size:14px;"><span style="font-family:Times New Roman;"><b><span style="color:#000099">Background and aim:</span></b> <span style="color:black">Open Government Data is essential for today&#39;s civil society. The aim of this article is scientometric analysis of political documents based on open government data in Overton database.</span><br> <b><span style="color:#000099">Materials and methods:</span></b> <span style="color:black">This applied research was conducted based on scientometric indices and content analysis. Data from 2007 to 2023 were extracted from the Overton database. The research community includes 2493 documents related to open government data. The data were analyzed using Chi-square, Spearman&#39;s correlation coefficient, and Mann&ndash;Whitney U tests. Data analysis was conducted using SPSS Statistics 24.</span><br> <b><span style="color:#000099">Findings:</span></b> <span style="color:black">The Organization for Economic Cooperation and Development (OECD), with 514 citations, and the Guardian News Agency, with 291 citations, stand out as the most effective organizations and news agencies in the present research. Furthermore, a notable positive correlation exists between GDP and the quantity of government documents concerning open government data at the national level. Additionally, a significant positive yet weak correlation exists between SJR and the number of citations obtained from government documents.</span><br> <b><span style="color:#000099">Conclusion:</span></b> <span style="color:black">In recent years, there has been a significant increase in government publications on open government data. This is in line with the global open government paradigm.
